Background

The Centre for Communication and Public Opinion Survey (CCPOS) of The Chinese University of Hong Kong (CUHK), the Public Opinion Programme (POP) of The University of Hong Kong (HKU), and the Centre for Social Policy Studies (CSPS) of Hong Kong Polytechnic University (PolyU)* conduct the “Joint-University Rolling Survey on 2017 Chief Executive Election Proposal” (Joint Survey) from April 2015, in order to provide scientific data to the community, as well as to promote professional standards of opinion research.

Survey Period

Starting from the day after the government announces the proposal (23 April), up to the day before Legco casts its vote.

Survey Method

Random Sampling Telephone Interviews conducted by real interviewers

Target Respondents

Hong Kong Citizens aged 18 or above speaking Cantonese

Sampling Method

Telephone numbers are randomly generated by the three institutes respectively using known prefixes assigned to telecommunication services providers under the Numbering Plan provided by the Office of the Communications Authority (OFCA). After eliminating invalid numbers, the three sets of numbers generated are combined and then randomly assigned to the three institutes again to produce the final sample.
After successful contact with the household, if there were more than one member at home eligible for an interview, random sampling would be employed to select an eligible member for interview.

Operation

No less than 200 samples will be collected each day, giving over a rolling sample of 1,000 for 5 days, the result of which will be announced on the 4th day at 2pm after a rolling sample is complete, except on weekends and public holidays. Project sponsors will be given the advantage of obtaining the findings one day after a rolling point is complete, plus in-depth demographic analysis.

Weighting Method

Figures have been rim-weighted according to provisional figures obtained from the Census and Statistics Department regarding the gender-age distribution of the Hong Kong population in 2014 year-end and the educational attainment (highest level attended) distribution collected in the 2011 Census. Figures in the report are prevailed according to the “weighted” sample.

Code of ethics

All three university teams follow the standards laid by the World Association for Public Opinion Research (WAPOR) in conducting and releasing the Joint Survey.
